Call it after uploading the signed PDF to the address from `signed-document-upload`. Everest checks that the file is a PDF of at most 25 MB and marks the agreement signed. A 400 means the key is not the latest upload for this attempt, or the file is missing or invalid; upload again. A report for an attempt that is not out for signature changes nothing.
