Requests a booking that holds its time and waits for an operator to approve it, so it answers with `status` `pending_approval`. Create `bookingId` yourself: repeating a request with the same id returns the first one, so a retry after a timeout is safe. A 409 means the time is taken or another booking already uses the id.
