Report an amount your payment platform gave up collecting on a sent invoice. It reduces the balance like a payment, and an invoice it settles becomes `written-off`. A write-off cannot be reversed. Reporting the same write-off id again changes nothing, but a 409 means that id was reported with a different amount or date.
